Reorganizes Chapter 570, Florida Statutes (Department of Agriculture and Consumer Services) into five parts: General Provisions, Program Services, Agricultural Development, Agricultural Water Policy, and Penalties.

Establishes a new unified penalty structure (s. 570.971) with four fine categories (Class I-IV, ranging from $1,000-$10,000+) that applies across multiple agriculture and consumer protection statutes, replacing numerous individualized penalty provisions.

Authorizes property appraisers to grant agricultural land classification after March 1 deadline upon showing extenuating circumstances, and provides that lands in dispersed water storage programs maintain agricultural classification.

Modifies pesticide, fertilizer, seed, and food safety regulations to streamline licensing/registration processes, allow online applications, and update labeling and record-keeping requirements.

Creates the Office of Energy within the department, adds an Agriculture department representative to the Joint Task Force on State Agency Law Enforcement Communications, and requires educational seminar attendance for renewal of Apalachicola Bay oyster harvesting licenses.
