Renames the Parole Commission as the Florida Commission on Offender Review throughout Florida Statutes to better reflect the commission's role in inmate transition from prison to community.

Directs the Division of Law Revision and Information to rename chapter 947, Florida Statutes as "Florida Commission on Offender Review."

Updates all references to "Parole Commission" to "Florida Commission on Offender Review" across 47 statute sections related to corrections, clemency, victim rights, and criminal justice procedures.

Makes technical corrections to statutory language, including replacing "prior to" with "before," "utilize" with "use," and "When" with "If" where appropriate.

Effective date: July 1, 2014.
