Exempts patient personal identifying information (name, address, telephone number, government-issued identification number) held by the Department of Health in the compassionate use registry from public records requirements.

Exempts physician identifying information (name, address, telephone number, government-issued identification number, DEA number) and all information related to ordering and dispensing low-THC cannabis from public records requirements.

Grants access to exempt registry information to law enforcement investigating cannabis violations, dispensing organizations verifying orders, treating physicians monitoring patient use, department employees maintaining the registry, health care regulatory boards investigating violations, and bona fide researchers with approved plans.

Requires all persons receiving access to exempt information to maintain its confidential status and prohibits contact with patients or physicians; violation is a third-degree felony.

Automatically repeals on October 2, 2019, unless the Legislature reenacts the provision; takes effect when SB 1030 or similar legislation establishing an electronic low-THC cannabis ordering and tracking system becomes law.
