Revises notice of rule development requirements to specify the grant of rulemaking authority and the Florida Statutes section being implemented, and allows agencies to provide preliminary rule text or instructions for obtaining it at no cost.

Expands the scope of public workshops to include information gathering for preparing statements of estimated regulatory costs, and requires agency personnel responsible for the rule and cost statement to attend and respond to public input.

Creates a presumption of adverse impact on small business when an owner must complete education/training, expend 10 hours or purchase professional advice, face increased taxes/fees of $500+, have restricted pricing, require specially trained employees, incur $1,000+ annual operating costs, or require $1,000+ capital expenditures.

Allows substantially affected persons to submit lower cost regulatory alternatives within 21 days after notice of proposed rule or notice of change, with the 90-day filing period extended by 21 days if an alternative is submitted.

Requires agencies to revise and publish updated statements of estimated regulatory costs when rules are modified in response to lower cost alternatives or notices of change, and expands the definition of compliance costs to include market impacts, professional advice time, and capital costs.
