Revises deadline for agencies to propose implementing rules from 180 days to timelines specified in new s. 120.74(5) and (6).

Requires each agency to prepare and publish an annual regulatory plan by October 1 listing laws enacted in the previous 12 months that created or modified agency duties, including whether rulemaking is necessary for implementation.

Establishes mandatory deadlines for agencies to publish notices of rule development by November 1 and proposed rules by April 1 for laws requiring rulemaking implementation.

Suspends an agency's entire rulemaking authority automatically if it fails to publish its regulatory plan by October 1 or fails to meet the April 1 proposed rule deadline, with suspension lasting until the agency complies or the next legislative session ends.

Repeals former sections 120.745 and 120.7455 and rescinds any prior rulemaking suspensions under those provisions, effective immediately upon enactment.
