Repeals section 1004.32 relating to New College of Florida governance.

Reclassifies upper-level instruction and baccalaureate degree awarding from a primary to secondary responsibility of Florida College System institutions, limited to programs approved by the State Board of Education on or before March 31, 2014.

Increases the Rosewood Family Scholarship Program from 25 to 50 scholarships annually and raises the maximum annual award from $4,000 to $6,100 per student.

Creates the Florida National Merit Scholar Incentive Program to provide awards to National Merit Scholars and National Achievement Scholars who enroll in eligible Florida postsecondary institutions beginning in the 2014-2015 academic year.

Establishes that National Merit/Achievement Scholars at public institutions receive awards equal to their cost of attendance minus other scholarships, while those at independent institutions receive awards up to the highest Florida public university cost of attendance minus other scholarships.
