Exempts proposed rule 62-42.300, Florida Administrative Code, establishing minimum flows and levels for the Lower Santa Fe and Ichetucknee Rivers and associated priority springs from legislative ratification under s. 120.541(3), Florida Statutes.

The exempted rule was originally proposed on March 7, 2014, and modified by a Notice of Change published on April 8, 2014, in the Florida Administrative Register.

Requires the Department of Environmental Protection to publish a notice of this exemption in the Florida Administrative Register at the time of filing the rule for adoption or as soon thereafter as practicable.

Specifies that the act does not codify in the Florida Statutes, does not alter existing rulemaking authority, does not cure any rulemaking defects, and does not preempt challenges based on lack of authority or violation of legal adoption requirements.

Takes effect upon becoming a law.
