Revises the definition of "rural hospital" to include hospitals classified as sole community hospitals under federal regulations with up to 340 licensed beds, and changes population density language from "no greater than" to "up to" 100 persons per square mile.

Updates disproportionate share program calculations to use 2006, 2007, and 2008 audited data instead of 2005, 2006, and 2007 data for the 2014-2015 fiscal year.

Deletes the requirement that medically needy Medicaid recipients enroll in managed care plans and removes related premium payment obligations for this population.

Requires the agency to contract with provider service networks in each region if responsive bids are submitted, and mandates contract termination and replacement if an existing provider service network no longer meets the definition due to ownership or business structure changes.

Allows the Children's Medical Services Network to operate as a fee-for-service provider service network with periodic reconciliations until it qualifies to operate as a prepaid plan.
