Deletes the requirement that health access dental license applicants and renewees not have been reported to the National Practitioner Data Bank.

Authorizes the Board of Dentistry to deny licensure or renewal to applicants who have committed or are under investigation or prosecution for acts constituting grounds for discipline under state law.

Reorganizes and clarifies existing requirements for health access dental license applicants, including graduation from accredited dental school, passing required exams, maintaining active licensure in another state, and 5 years of clinical practice experience.

Requires health access dental licensees to submit employer verification of ongoing employment in a health access setting at the time of renewal.

Repeals the statute scheduling automatic future repeal of the health access dental license provisions and takes effect July 1, 2014.
