Repeals load limit provisions for certain towed vehicles and updates vehicle overweight penalty terminology and calculation methods, increasing the idle-reduction technology weight allowance from 400 to 550 pounds.

Authorizes the Department of Transportation to fund up to 100 percent of strategic airport investment projects that improve access, capacity, international trade positioning, and intermodal transportation goals with demonstrated matching funds from federal, local, or private partners.

Prohibits the Department of Transportation from entering into lease-purchase agreements with expressway authorities and regional transportation authorities, while grandfathering in existing agreements from before July 1, 2013.

Revises Alligator Alley toll revenue uses to include design and construction of a fire station at mile marker 63 and operating costs, with excess tolls transferred to the Everglades Trust Fund per a 1997 memorandum; removes the South Florida Water Management District's authority to issue bonds backed by these tolls.

Substantially restructures environmental mitigation requirements for transportation projects to prioritize mitigation banks and alternative mitigation options, establishes mitigation funding based on $150,000 per credit (adjusted biennially), and requires water management districts to invoice for actual mitigation services rather than receiving fixed lump-sum payments.
