Expands the Educational Dollars for Duty program for Florida National Guard members to include technical centers, industry certifications, online courses, and continuing education; prohibits program from paying repeat course fees and requires institutions to report enrollment and completion data to the Department of Military Affairs.

Creates Florida Is For Veterans, Inc., a nonprofit corporation within the Department of Veterans' Affairs governed by a 9-member board to promote Florida as a veteran-friendly state and administer the Veterans Employment and Training Services Program, which provides marketing, job matching, skills assessments, and grant funding up to $8,000 per veteran trainee for workforce training.

Establishes the Florida Veterans' Walk of Honor in the Capitol courtyard and the Florida Veterans' Memorial Garden on Capitol Complex grounds, both administered by the Department of Veterans' Affairs without state appropriation through the department's direct-support organization.

Expands veterans preference in state employment to include wartime veterans, family members of combat-related deceased servicemembers, all veterans, and current reserve component members; increases preference points from 10 to 15 for disabled veterans and from 5 to 10 for certain other categories.

Extends license fee waivers for veterans and their spouses from 24 months to 60 months after discharge across multiple professions (health care, radiologic technology, pharmacy); relaxes residency requirements for Veterans' Domiciliary Home and Veterans' Nursing Home; allows military managerial experience to qualify for pharmacy designated representative certification.
