Repeals the Agency for Enterprise Information Technology and creates a new Agency for State Technology within the Department of Management Services, headed by an executive director appointed by the Governor and confirmed by the Senate.

Establishes a Technology Advisory Council with seven members to advise the agency on enterprise information technology policies, standards, services, and architecture.

Consolidates state agency data centers and computing facilities into a single state data center by 2019, with the agency responsible for establishing standards, managing costs through service-level agreements, and performing project oversight on information technology projects costing $10 million or more.

Expands the Cybercrime Office duties to monitor information technology security incidents, provide cyber security training to state employees, and consult with the Agency for State Technology on information security rules.

Requires the Agency for State Technology to complete a feasibility study by June 1, 2015, on managing state government data to promote interoperability and public access in compliance with Florida's public records law.
