Creates the "Florida Telemedicine Act" establishing licensure, registration, and standards for telemedicine providers delivering services to patients in Florida.

Out-of-state health care providers must either obtain a Florida license or complete telemedicine registration with a biennial fee not to exceed $50 if providing telemedicine across state lines more than 10 times per calendar year.

Prohibits prescribing legend drugs based solely on electronic questionnaires without visual examination and bans controlled substances for chronic non-malignant pain via telemedicine.

Requires health insurers to reimburse telemedicine services at the same rate as in-person services and prohibits higher deductibles, copayments, or coinsurance for telemedicine than for in-person care.

Mandates Agency for Health Care Administration reimburse Medicaid telemedicine services equivalently to in-person services and requires a report on telemedicine usage and costs by January 1, 2017.
