Department of Corrections must develop an operational plan to implement a vocational work-release pilot program in Santa Rosa, Escambia, Walton, and Okaloosa Counties for the 2015-2016 fiscal year.

Operational plan must document facilities, staff requirements, budget, security staffing, programming, contractor agreements, and inmate selection processes for the pilot program.

Eligible inmates must be within 36 months of their release dates and selected based on rehabilitation potential, need for vocational training, and ability to be placed in their home geographic area.

Pilot program shall provide residential care, custody, control, and on-the-job vocational training including housing assistance, money management, employment assistance, life skills training, and substance abuse education or treatment.

Department must submit a status report by February 15, 2015 to the Governor, Senate President, and House Speaker documenting projected inmate participation and funding requirements for implementation.
