Creates new section 20.058 requiring citizen support and direct-support organizations to annually submit detailed information to their agencies by August 1, including mission, finances, compensation, and IRS Form 990.

Mandates agencies post submitted organization information on their websites and report findings to the Governor, Legislature, and Office of Program Policy Analysis and Government Accountability by August 15 each year.

Requires all contracts between agencies and these organizations to be contingent on disclosure compliance, with agency heads required to terminate contracts if organizations fail to submit required information for 2 consecutive years.

Establishes sunset provisions (repealing between 2017-2019) for approximately 30 existing citizen support and direct-support organizations across multiple state departments unless the Legislature reenacts them.

New citizen support and direct-support organizations created after enactment shall expire October 1 of the 5th year after creation unless reviewed and reenacted by the Legislature.
