Deletes the automatic annual tuition increase mechanism tied to inflation for resident undergraduate tuition per credit hour at state universities, effective for fiscal year 2008-2009 and beyond.

Removes the requirement that the Office of Economic and Demographic Research annually report inflation rates to the Governor, Legislature, and Board of Governors prior to March 1.

Eliminates the statutory definition of "rate of inflation" based on the Consumer Price Index for All Urban Consumers from the U.S. Department of Labor.

Makes tuition increases contingent on rates provided in the General Appropriations Act, with resident undergraduate tuition remaining at prior year levels if no rate is specified.

Takes effect July 1, 2014.
