Defines "confidential and exempt" records (not subject to public disclosure) and "exempt" records (not subject to disclosure but may be released at the custodian's discretion), and caps special service charges for record production at the actual cost of labor at the lowest-paid capable employee rate, excluding benefits.

Requires each agency to provide staff training on public records law requirements commensurate with employee duties and mandates contractors to notify the agency's custodian before denying record requests.

Allows plaintiffs suing state agencies for public records violations to recover reasonable attorney fees and enforcement costs without serving the Department of Financial Services, though the agency must notify the department of fee claims.
