Amends section 106.25, Florida Statutes to create a public records exemption for sworn complaints and investigative records of the Florida Elections Commission relating to violations of limitations on political activity by judicial candidates (section 105.071).

Makes proceedings of the Florida Elections Commission discussing or acting upon violations of judicial candidate political activity limitations exempt from public meetings requirements.

Provides exceptions to the exemptions upon a determination of probable cause or no probable cause by the commission, as provided in subsection (6), or for proceedings related to appeals of fines for late filing of reports.

Applies the new exemptions to the Open Government Sunset Review Act with an automatic repeal date of October 2, 2019, unless the Legislature reenacts the provision.

Specifies that confidentiality may be waived in writing by the person against whom the complaint was filed or investigation initiated, and that complainants are not bound by confidentiality provisions.
