Authorizes the Department of Transportation to use appropriated funds to establish a statewide system of interconnected multiuse trails, including planning, land acquisition, design, and construction costs.

Establishes funding priority for projects identified by the Florida Greenways and Trails Council, those supporting bicyclist and pedestrian transportation, projects with national or statewide importance, and those that fill gaps in existing trail networks.

Requires funded projects to be included in the Department of Transportation's work program developed under section 339.135.

Specifies that the Department of Transportation is not responsible for or obligated to fund operation and maintenance of completed projects, which must be operated and maintained by other entities.

Effective date: July 1, 2014.
