Increases the Rosewood Family Scholarship Program from 25 to 50 scholarships per year and raises the annual maximum award from $4,000 to $6,100 per student.

Creates the Florida National Merit Scholar Incentive Program to provide awards to National Merit Scholars and National Achievement Scholars who enroll in Florida postsecondary institutions beginning in the 2014-2015 academic year.

Awards public university students the difference between institutional cost of attendance minus their Florida Bright Futures and National Merit/Achievement scholarships; awards independent institution students the same calculation using the highest public university cost as the baseline.

Limits incentive awards to 100 percent of credit hours required for associate or baccalaureate degrees, or 90 credit hours maximum for career certificate programs, with funds prohibited for remedial or developmental coursework.

Requires the Department of Education to administer the program, advertise availability, notify students and educators, and deposit appropriated funds into the State Student Financial Assistance Trust Fund with any year-end balance remaining in the program.
