Changes terminology throughout Florida statutes by replacing "school readiness program" with "child care and development program" and "family day care home" with "family child care home"

Expands the Rilya Wilson Act requirements to mandate that children birth to school entry in child protective custody must attend licensed early education or child care programs 5 days per week, with attendance as a required action in case plans

Establishes large family child care homes as valid residential uses in zoning regulations and extends residential property insurance protections to both family child care homes and large family child care homes

Enhances child care facility requirements including background screening standards, training on numeracy and early literacy, first aid/CPR certification, health and safety inspections, and prohibits Class I violation providers from initial eligibility

Adds governance structure to the Office of Early Learning by requiring hiring of a general counsel and inspector general, and establishes performance standards training for child care and development program providers by July 1, 2015
