Exempts proposed rule 62-42.300, Florida Administrative Code, establishing Minimum Flows and Levels (MFLs) for the Lower Santa Fe and Ichetucknee Rivers and associated priority springs from the legislative ratification requirement under section 120.541(3), Florida Statutes.

Applies to the rule published on March 7, 2014, in the Florida Administrative Register, Vol. 40, No. 46, pages 1069-1071.

Requires the Department of Environmental Protection to publish a notice of this exemption in the Florida Administrative Register at the time of filing the rule for adoption or as soon thereafter as practicable.

Specifies that the exemption does not alter existing rulemaking authority, does not preempt other laws, and does not cure any rulemaking defects or prevent challenges based on lack of authority.

Takes effect upon becoming law.
