Amends Florida's texting while driving law (s. 316.305) to double fines for violations committed in school zones or designated school crossings

First offense remains a noncriminal traffic infraction punishable as a nonmoving violation; second or subsequent offense within 5 years is punishable as a moving violation

Removes the "secondary action" requirement, allowing law enforcement to stop drivers solely for texting while driving rather than only when detained for another violation
