Exempts certain nonprofit membership organizations affiliated with national organizations from child care facility licensing requirements and minimum standards in Florida

Qualifying organizations must provide activities contributing to good character development, after-school programs, or delinquency prevention; operate at least 5 days per week; be facility-based or school-based; charge nominal or no annual fees; and be certified by their national organization

Adds new requirement for exempt membership organizations to provide proof of level 2 background screening per employee upon department request

Requires compliance with background screening clearinghouse requirements (ss. 435.04 and 435.12) after full implementation by all state agencies
