Prohibits drivers from using cellular telephones and electronic communications devices in legally posted school zones, designated school crossings, or on school district property.

Includes restrictions on sending or reading data such as texting, e-mailing, and instant messaging while operating a motor vehicle in these areas.

Defines "electronic communications device" as any device designed to receive or transmit voice, text, or character-based messages; access or store data; or connect to the Internet or communications service.

Establishes violations as noncriminal traffic infractions punishable as moving violations under chapter 318.

Takes effect October 1, 2015.
