CS/HB 19 - School Safety Summary

• Authorizes school superintendents, with school board approval, to designate trained school safety designees (military veterans, active military, or law enforcement) to carry concealed firearms on school property

• Requires school safety designees to complete a Criminal Justice Standards and Training Commission-developed safety program by January 1, 2016, covering active shooter training, firearm proficiency, and crisis intervention

• Mandates school boards establish policies and procedures for active-shooter and hostage situations developed in consultation with local law enforcement, and requires law enforcement campus tours at least every 3 years

• Permits district school boards to commission school safety officers on each campus and requires level 2 background screening and fingerprint processing for school safety designees at least every 5 years

• Appropriates $157,927 in nonrecurring funds to the Department of Law Enforcement for training curriculum development; effective July 1, 2015
