Creates the Helen Gordon Davis Fair Pay Protection Act to address gender-based pay discrimination despite the federal Equal Pay Act of 1963.

Establishes duties for the Department of Economic Opportunity and Florida Commission on Human Relations, including collecting wage data, enforcing equal pay laws, conducting research on pay disparities, and disseminating information about workers' rights.

Creates the Governor's Recognition Award for Pay Equity in the Workplace to be given annually to employers that have made substantial efforts to eliminate pay disparities between men and women.

Designates the Florida Commission on Human Relations as the primary enforcement agency for Equal Pay Act claims and requires it to adopt rules and guidance on law interpretations.

Takes effect July 1, 2015.
