Authorizes the Department of Highway Safety and Motor Vehicles to accept military identification cards as proof of social security card number for driver license and identification card applications.

Allows the word "Veteran" to be displayed on driver licenses and identification cards upon payment of a $1 fee and presentation of DD Form 214 or other acceptable Department of Veterans' Affairs documentation.

Permits veterans to add the "Veteran" designation to existing licenses or identification cards before renewal by surrendering the current card, paying a $2 fee deposited into the Highway Safety Operating Trust Fund, and presenting required military discharge documentation.

Allows replacement identification cards or licenses with the "Veteran" designation to be issued without standard replacement fees if no other transaction affecting the card is conducted.

Takes effect July 1, 2015, with amendments to sections 322.051 and 322.14 applicable upon implementation of new card designs by the Department of Highway Safety and Motor Vehicles.
