Expands the Congressman C. W. "Bill" Young Veteran Tuition Waiver Program to waive out-of-state fees for honorably discharged veterans of the U.S. Uniformed Services, Reserve Forces, or National Guard who physically reside in Florida while enrolled, regardless of G.I. Bill benefit status

Beginning July 1, 2015, extends out-of-state fee waivers to individuals receiving federal educational benefits under 38 U.S.C. chapters 30, 33, or 35 (covering veterans and dependents) who physically reside in Florida

Applies to state universities, Florida College System institutions, district-operated career centers, and charter technical career centers

Requires institutions to report the number and value of fee waivers granted annually to the Board of Governors and State Board of Education

Directs the Board of Governors and State Board of Education to adopt rules and regulations to administer the waiver program
