Requires the Diabetes Advisory Council, in conjunction with the Department of Health, Agency for Health Care Administration, and Department of Management Services, to submit a report by January 10 of each odd-numbered year to the Governor and Legislature

Report must include public health consequences and financial impact of diabetes; assessment of state agency diabetes programs and funding; coordination among agencies; and a detailed action plan for reducing new diabetes cases with benchmarks

Revises council membership from 26 to specified composition including five interested citizens (three with diabetes), representatives from at least three medical schools, and 21 members from specific healthcare and diabetes-related professional areas and organizations

Department of Health representatives serve as ex officio members of the council

Effective July 1, 2015
