Creates the "Student Online Personal Information Protection Act" establishing protections for student data collected through K-12 educational websites, services, and applications.

Prohibits operators from displaying targeted advertising, selling covered information, creating student profiles for non-educational purposes, or disclosing student data except for specified legitimate reasons including K-12 school purposes, legal compliance, judicial process, safety/security, or contracted service providers.

Requires operators to implement reasonable security procedures and practices to protect covered information and delete data upon request from schools or school districts.

Allows operators to use deidentified or aggregated student information for product improvement, research, adaptive learning, and customized student learning without restrictions.

Takes effect July 1, 2015 and does not restrict Internet service providers, general audience websites, law enforcement access pursuant to court orders, or students' ability to download or export their own data.
