Defines "service animal" as a dog or miniature horse trained to perform disability-related tasks, excluding animals providing only emotional support or comfort.

Requires public accommodations to permit service animals in all areas where the public is normally allowed, with the animal under handler control via harness, leash, or voice commands.

Prohibits public accommodations from requiring documentation, charging deposits, or denying access based on allergies or fear of animals; allows exclusion only if animal is uncontrolled, not housebroken, or poses direct threat to health and safety.

Establishes second-degree misdemeanor penalties with 30 hours of community service for interfering with service animal use or knowingly misrepresenting a pet as a service animal.

Effective July 1, 2015.
