Creates section 288.112, Florida Statutes requiring the Department of Economic Opportunity to establish a web page collecting and publishing business-related data for cities and counties to help prospective businesses evaluate the state's business climate.

Department must collect by January 1, 2016 all available information about conditions affecting business creation or expansion, including millage rates, tax rates, business license schedules, impact fees, construction licensing fees, and permit processing times.

Local government entities must notify the department of any changes to the information collected and may optionally provide a summary of up to 1,500 words highlighting local business advantages and quality of life factors, with a link to their website.

Information collected excludes general quality of life considerations but includes designation status (rural area of critical economic concern, foreign trade zone, enterprise zone) and details on all fees that impact business establishment or expansion.

Effective date is July 1, 2015.
