Prohibits electronic benefits transfer (EBT) cards from being used to purchase alcoholic beverages.

Allows licensed malt beverage manufacturers to sell directly to consumers at taprooms or through up to two vendor's licenses at manufacturing premises, with at least 70% of beverages sold brewed on-site.

Authorizes brewpubs to operate as both manufacturers and vendors, allowing them to sell malt beverages brewed on-site and beverages from other manufacturers in growlers, limited to 10,000 kegs per calendar year.

Permits manufacturers, distributors, and importers of malt beverages to conduct tastings at vendor premises, with requirements including limits on volume (576 ounces maximum per tasting) and restrictions on compensation to vendors.

Allows craft distilleries (producing 75,000 gallons or fewer annually) to sell distilled spirits directly to consumers at on-site gift shops in face-to-face transactions limited to two containers per year per consumer, with production and transfer restrictions.
