Expands the definition of "victim" for restitution purposes to include governmental entities and political subdivisions when they are direct victims of a crime, not merely providing public services in response to the offense

Requires sentencing judges to order restitution for convictions under Chapter 838 (bribery and misuse of public office) when victims suffered actual financial loss caused directly or indirectly by the offense

Requires sentencing judges to order restitution for convictions under Chapter 839 (offenses by public officers and employees) when victims suffered actual financial loss caused directly or indirectly by the offense

Mandates 250 hours of community service for any person convicted of offenses under Chapter 838 or Chapter 839

Restitution and community service requirements are in addition to any fine or sentence imposed and cannot substitute for other penalties; effective date October 1, 2015
