Amends s. 39.908, Florida Statutes to make client information held by domestic violence advocacy organizations and domestic violence referral services confidential and exempt from public records requirements under s. 119.07(1)

Requires written consent from the client before any disclosure of their information or records

Permits disclosure without consent only in limited circumstances: medical emergencies, court-ordered arrest warrants, search warrants, fire emergencies, maintaining health/safety standards, reporting suspected child or vulnerable adult abuse, or crimes committed on premises

Treats domestic violence centers, advocacy organizations, and referral services as private dwelling places for purposes of state search and seizure law

Subject to Open Government Sunset Review Act with automatic repeal on October 2, 2020, unless reenacted by the Legislature; effective date contingent on passage of HB 125 or similar legislation
