Designates September of each year as "American Founders' Month" and authorizes the Governor to issue an annual proclamation urging civic, fraternal, religious, and educational institutions to participate in observance.

Requires district school boards to celebrate American Founders' Month by teaching about founding figures, the moral and civic virtues of founding fathers, founding documents including the Declaration of Independence and Constitution, and principles such as individual freedom, equality, and representative government.

Allows instruction on founding documents to be presented only from a historical perspective in a nonproselytizing manner, with material presented in full context and without advancing particular religious, political, or sectarian purposes.

Permits instruction to be integrated into existing school curricula through supplementing lesson plans, holding school assemblies, or providing school-related activities, and may be coordinated with Celebrate Freedom Week.

Takes effect July 1, 2015, and requires the Department of Education to distribute the law to all district school boards and superintendents to share with school administrators and instructional personnel.
