Requires each agency head to designate a custodian of public records and display their contact information on the agency's website homepage

Public records requests must be made to the custodian, a governing body member, or agency head for the requestor to be eligible for attorney fee reimbursement under s. 119.12

Mandates that public agency service contracts entered into or amended on or after July 1, 2015 include a statement in at least 14-point boldfaced type providing the custodian's contact information and requiring contractor compliance with public records laws

Contractors must keep and maintain public records, provide public access at allowable costs, protect exempt records from disclosure, and upon contract completion either transfer all records to the agency or maintain them according to retention requirements

Contractors are only liable for attorney fees if public records requests are made to their registered agent or an employee/agent acting in a management or supervisory capacity
