Adds Down syndrome to the statutory definition of "developmental disability" alongside intellectual disability, cerebral palsy, autism, spina bifida, and Prader-Willi syndrome

Creates a new Category 3 priority for waiver services wait list for individuals whose parent or guardian is an active-duty U.S. Armed Forces servicemember (if receiving home and community-based services in another state at time of transfer) or a Florida National Guard member residing in the state

Renumbers existing wait list priority categories 3 through 7 to become categories 4 through 8 to accommodate the new military family category
