Creates section 1013.385, Florida Statutes to allow district school boards to adopt exceptions to state building code requirements for school construction with a supermajority vote at public meetings beginning no earlier than 5 p.m.

Requires district school boards to conduct a cost-benefit analysis using professionally accepted methodology demonstrating that proposed exceptions achieve cost savings, improve resource efficiency, and do not compromise student safety or instruction quality before voting.

Allows exceptions to building code requirements for: interior nonload-bearing fire-rated wood stud walls in non-wet areas, use of gravel or grassed student parking areas, relocatable classroom buildings without covered walkways, and site lighting restrictions.

Permits site lighting specifications to use timers limiting exterior lighting to occupied periods and allows reduced illumination at single-door exits to no less than 1 footcandle.

Takes effect July 1, 2015.
