HB 191 - Minor Traffic Safety Act

• Prohibits drivers under 18 years of age from using any mobile telecommunications device while driving or in control of a motor vehicle on Florida roads.

• Defines "mobile telecommunications device" to include wireless phones, computers, and electronic devices used to transmit or receive communications, data, messages, games, music, pictures, sound, speech, text, or video.

• Exceptions apply when the vehicle is stopped with the engine off or completely outside traffic flow, or when contacting emergency services or reporting criminal activity to authorities.

• Violations constitute noncriminal traffic infractions punishable as nonmoving violations under Florida law.

• Adds voluntary $1 per applicant contribution option on driver license applications to the AAA Foundation for Traffic Safety, with contributions excluded from service charge calculations.
