Allows commissioners serving on July 1, 2015 to remain in office until completion of their current term, and deletes obsolete provisions referencing 1978-1979 dates.

Prohibits commissioners appointed after July 1, 2015 from serving more than two consecutive terms and prevents elected officials from serving on the commission for 2 years after leaving office.

Creates five districts with boundaries aligned to Florida's five state district courts of appeal, requiring one commissioner to be appointed from each district who must be a resident of that district.

Requires the Florida Public Service Commission Nominating Council to select nominees who are residents of the district they represent and meet competency standards in fields including public affairs, law, economics, accounting, engineering, or energy.

Takes effect July 1, 2015.
