HB 247 - Florida for Life Act Summary

• Declares induced abortion unlawful except when necessary to prevent death of the pregnant woman or when continuing pregnancy would unreasonably reduce successful treatment of an already life-threatening disease, requiring certification by two physicians.

• Prohibits abortion on viable fetuses except in medical emergencies, requires physicians to determine fetal viability through medical examination and ultrasound, and mandates standard medical care to preserve fetus life and health during viable pregnancy terminations.

• Requires voluntary and informed written consent from patients before termination of pregnancy, including disclosure of fetal development stage, medical risks, alternatives to abortion, and information about adoption services and statewide attorney referral list.

• Prohibits operation of abortion clinics and facilities, fetal experimentation, and misrepresentation of fetal gestational age, with violations constituting first-degree felonies; requires proper fetal remains disposal according to department rules.

• Repeals prior abortion regulations and Parental Notice of Abortion Act provisions; restricts state and federal funds for abortion coverage in health exchanges except for rape, incest, or life-endangering conditions; takes effect July 1, 2015.
