HB 251 - School Safety Summary

• Directs state sales and use taxes collected on firearms and ammunition to the Safe Schools Trust Fund instead of the General Revenue Fund.

• Prohibits open carrying of nonlethal weapons (such as stun guns and self-defense sprays) by non-school personnel within school safety zones.

• Creates immunity from weapons charges for individuals who surrender weapons or firearms to law enforcement, school principals, or designated personnel immediately upon entering a school safety zone, provided they commit no other offenses.

• Clarifies that concealed carry licenses do not authorize possession of handguns or concealed firearms in school safety zones or school facilities.

• Requires school districts to include mandatory guidance counseling in school safety issues for students in kindergarten through grade 5 using Florida's School Counseling and Guidance Framework.
