Creates the Safe Schools Trust Fund within the Department of Education, funded by deposits under s. 212.20(6)(d) and other funds as provided by law

Allocates trust fund balances to school districts for expenses related to school safety, including projects and programs to improve student safety within school safety zones

Allows trust fund balances to carry forward at the end of each fiscal year rather than reverting

Sets automatic termination date of July 1, 2019, with required review before termination per s. 215.3206(1)

Takes effect contingent on passage of HB 251 or similar legislation in the same session, and requires three-fifths vote of each house
