Defines "branded product" as distilled spirits manufactured on-site requiring federal certificate and label approval by the Federal Alcohol Administration Act or federal regulations.

Limits craft distillery consumer sales to face-to-face transactions with individual container caps: two containers per branded product, three containers of a single branded product, or four containers of a single branded product.

Prohibits craft distilleries from shipping, arranging to ship, or delivering distilled spirits to consumers; allows only in-state face-to-face sales at the distillery property.

Allows craft distilleries to ship spirits only to manufacturers, wholesale distributors, bonded warehouses, and exporters, not directly to consumers.

Requires Department of Transportation to install directional signs for craft distilleries on interstate highways and primary/secondary roads upon request, with the requesting distillery paying all associated costs.
