Requires the Division of Florida Condominiums, Timeshares, and Mobile Homes to approve training and educational programs for board members of mobile home owners' associations and establishes curriculum requirements covering statutory and regulatory matters

Revises lot rental increase procedures to clarify 90-day notice requirements and prohibits electronic transmission for recall meeting notices; establishes binding arbitration procedures for disputed board recalls through new section 723.1255

Requires newly elected or appointed board members to certify within 90 days that they have read governing documents and understand fiduciary duties, or alternatively submit an approved educational certificate; suspends board service until compliance

Expands official records retention requirements and member access rights, including allowing members to use portable devices to photograph records without charge, and establishes $10 per day minimum damages for willful failure to provide access

Makes lifetime leases and renewal provisions in automatically renewable leases nonassumable except by the home owner's spouse (one-time assumption only); effective July 1, 2015
