Requires supervisors of elections to make available an online form on their official website allowing electors to electronically submit a notice of in-state change of residence.

Permits in-state address changes to be submitted by contacting the supervisor of elections by telephone or electronic means (with date of birth provided), electronically submitting a notice of change of residence, or submitting a voter registration application or other signed written notice.

Out-of-state address changes must continue to be submitted using a voter registration application.

Requires voter registration officials to update elector records as soon as practical upon receipt of address, name, or party affiliation change notices and directs supervisors of elections to issue new voter information cards.

Takes effect July 1, 2015.
