Creates Section 501.180, Florida Statutes, establishing "safe-haven facilities" as secure public locations for conducting sales transactions of items advertised on classified advertisement websites.

Requires minimum numbers of safe-haven facilities in each county based on population: one facility for counties with less than 250,000 residents, two facilities for counties with 250,000-800,000 residents, and four facilities for counties with 800,000 or more residents.

Authorizes state buildings (such as colleges, universities, or Florida Highway Patrol stations) or local government buildings (such as sheriff's offices or courthouses) to serve as safe-haven facilities, with local government approval required for local buildings.

Shields entities and their officers, employees, and agents operating safe-haven facilities from liability for sales transactions and the actions of parties involved in those transactions.

Prohibits lawsuits against the state or local government related to incidents occurring during sales transactions at safe-haven facilities, except for claims involving government officers, employees, or agents.

Takes effect July 1, 2015.
