Requires wine and distilled spirits distributors to sell to any person licensed or registered to sell alcoholic beverages by the Division of Alcoholic Beverages and Tobacco.

Makes it unlawful for distributors to fail or refuse selling available wine or distilled spirits in like quantities, prices, and delivery services to licensed or registered persons.

Restricts vendors from purchasing alcoholic beverages for resale only from licensed vendors, manufacturers, bottlers, or distributors unless otherwise authorized.

Deletes provisions allowing vendors to purchase from other vendors through pool buying groups and eliminates restrictions on vendor membership in cooperative buying groups.

Clarifies that vendors selling alcoholic beverages with excise taxes paid by a distributor are not required to be licensed as distributors; effective July 1, 2015.
